Race in Israel to pass laws and services to develop settlements in OPT

By: Madeeha Al-A’raj

The National Bureau for defending land and resisting settlements ( nbprs ) stated in its latest weekly report , that the race between the ruling right and the opposition right is intensifying over who will perform more services for the settlement, annexation and occupation project, and the bargain that takes place over the family unification law may be the first test which was amended by the Israeli occupation government in 2003 to prevent Palestinians from the West Bank and Gaza Strip from obtaining citizenship or residing in Israel after marrying an Israeli citizen or even entering Israel, under the pretext of posing a threat to Israel’s security. The race between them remains controlling the political situation in the occupying state. At the start of the opening of the Knesset’s plenary session to vote on granting his government confidence last Sunday, the new Israeli Prime Minister and Yamina party leader Naftali Bennett confirmed that they would work to strengthen settlements and increase security protection in area C. Bennett said that the new government does not bear any change in its policies towards settlement, as the article 5 of the broad outline stipulates that ‘the government will work for the growth and prosperity of Jerusalem, the capital of Israel, and will work to transfer its ministries and administrative units to Jerusalem shortly after performing the legal oath.”

As for Article 26, it stipulated that all parties agree to advance a national plan to strengthen the northern regions, which indicates the possibility of a new Judaization plan following the approach of the “development” plans in the 70s and 80s that were practically plans to Judaize the Galilee. With regard to settlement in the occupied Palestinian territories occupied in 197 aggression, the agreement is binding to all parties of the government coalition, it stipulated that Israeli interests must be guaranteed in area C in the West Bank i.e. the prevention, control and limitation of Palestinian construction), and thus continuing the same policies of previous governments. Knowing that Bennett was Head of the settlement council in what the occupation authorities call “Judea and Samaria (the occupied West Bank).

In the ongoing settlement plans, the occupation authorities plan to expand the “Shivut Rachel” settlement, which is built on the lands of Jalood village, south of Nablus. Through the so-called “Higher Planning Council” at the Israeli Civil Administration, announced the deposit of a large plan to expand the settlement and multiply its size fivefold by adding 534 new settlement units. According to the documents published by the occupation, and handed over to the Jalood Village Council, plan no. 205/2/2 to expand the settlement that was established in 1991 on the so-called “state lands”, was approved. The documents indicate that on 05/30/2021 the new plan was approved to construct new settlement units in the “Shivut Rachel” from the Higher Planning Council at the Civil Administration. According to the plan, the new settlement units will be built on an area of 376 dunums of the lands of the villages Jalood and Turmusaya, and to expand the area of land occupied by the settlement. The targeted lands are located in basin no. 13, and basin no. 3, in the lands of Turmusaya. The new settlement plan aims to change the allocation of land from agricultural land to residential areas A, B, and C, an area for buildings, public and commercial institutions, open spaces and facilities.

As for encountering the defacto policy of imposing and demarcating outposts, the factional coordination committee in the Beita town, which is leading a massive popular uprising against settlements in the Nablus governorate has decided to completely prevent the entry of all Israeli agricultural products into Beta, including vegetables and fruits, and gave all shopkeepers a 3 weeks period to get rid of them. It called on all the neighboring cities, villages, and towns, and all concerned citizens to get rid of Israeli products in their shops, in fulfillment of the blood of the martyrs and the people sacrifices for the sake of freedom and independence, and called for the continuation of the night activities on a daily basis. It is worth mentioning that, over the past weeks, six martyrs were killed in Beita, 4 of whom are children under the age of 16.
