By: Madeeha Al-A’raj

The National Bureau for defending land and resisting settlements ( nbprs ) stated in its latest weekly report , that Jerusalem is always under settlement attack, where the “Israeli Settlement Subcommittee” at the Civil Administration approved again the establishment of 816 new settlement units after it deposited 2 settlement plans within a series of new settlement projects, where it announced the establishment of a structural plan n. 2 225/1 for the ‘Alamoun settlement’ located on the lands of the Anata village on an area of 100 dunums to build 91 new settlement units, public institutions and commercial areas, and deposited  the detailed structural plan n. 47/4/1/420 for the ‘Ma’ale Adumim settlement’ located on the lands of the Al-Eizariya village on an area of 6.2 dunams for the establishment of 16 new settlement units.

Knowing that the detailed structural plans n. 2/2/205 for the settlement of ‘Shilo Settlement’ located on the lands of the Qariot and Jalod villages on an area of 358 dunums to build 534 new settlement units. The project was announced on July 2021, and the entry into force of the detailed structural plans n. 2/4/2/235 for the ‘Talmon setlement’ located on the lands of the ‘Ras Karkar village’ in sites known as Ras Abu Zaytoun, Theeb Division on an area of 104 dunums to build 168 new settlement units as was announced on the 5 August 2019.

In a new settlement project within a scheme targeting the eastern region of Jerusalem, the occupation authorities are seeking to confiscate about 67,000 dunams east of the city, starting from the village of Mikhmas to the east of the town of Al-Sawahra, where Israeli sources revealed a huge settlement project in the settlement of “Mishor Adumim” east of Jerusalem, and on the road between the city and Jericho to set up a huge water park and a hotel with about 1,000 rooms.

It is expected that this huge complex will be built within the next 3 years, and on the agenda: a hotel, a new water park with 21 slides, 6 swimming pools, and a garden, games and fashion complex with an area of 8000m2 an amphitheater with a capacity of 4,000 seats, and a restaurant complex. About NIS 1.5 billion will be invested in the new project that belongs to the Kass Group, which the group won the tender, at a cost of NIS 60 million.

The occupation authorities also plan to build a new bridge starting from the settlement of “Ma’ale Adumim” to the town of Al-Za’im in order to separate the settlers from the Arab places in the area.

Moreover, the Ramallah and Al-Bireh Governorate is also subject to a wide settlement attack after the occupation authorities announced the approval of an expansion settlement plan in the “Mevohoron” settlement, located on the lands of the Ramallah and Al-Bireh governorate in the northern West Bank. The new detailed plan bears n. 1/2/212 on an area of 258 dunums that were previously closed for military purposes.

The targeted lands are located in Basin n. 2, part of the site of Khirbet Kobbis from the lands of Beit Liqia and Beit Nuba, southwest of Ramallah. This plan was approved in June 2022, and aims to establish and legitimize 251 settlement units, besides roads, institutions, a car park, a cemetery, and others, the settlement scheme is still in the deposit stage and surrounds the settlement from its three sides northern, southern and eastern through the establishment of a crescent-shaped settlement block, and it will come on parts of agricultural lands of a plain nature planted with winter crops.

Furthermore, the so-called person in charge of issuing permits in the confiscated lands for military purposes, indicating that the lands subject to the new planning were seized for military purposes in accordance with Military Order n. 977 issued in 1982, but the occupation authorities worked to convert them merely for settlement purposes. On 24 July, the occupation authorities approved a settlement plan to expand the “Dolev” settlement northwest of Ramallah.

The new plan includes the confiscation of about 280 dunums of Palestinian land to build 364 new settlement units in the settlement, on lands belonging to the Ras Karkar and Deir Ibzi’ towns in Ramallah. The plan targets Basin n. 1in the site known as “Madros” in the Ras Karkar town, and basins no. 2, 4 and 7 in the areas known as “Ain Wadi Al-Mugheer,” “Al Doura” and “Al Wajh Al Shami” in the town of Deir Ibzi’, which comes with the aim of changing the use of the targeted lands to third-class residential areas ‘according to Israeli definitions’.

In a dangerous provocative step, the so-called ‘Central District Commander’ in the occupation army, Yehuda Fox, issued a military order to facilitate the sale of lands in the West Bank to Jewish settlers. The order allows Palestinians who want to sell their land to settlers, to obtain a decision to “inherit order” from an Israeli “Shari’a court,” instead of a Palestinian Sharia court. “Fox” claimed that this “protects the Palestinian seller.” The settlers demanded that the occupation army issue this military order after the emergence of the necessity of a decision to limit inheritance in land sales in order to prove ownership of the land,” after the military order was issued, “Religious Zionism” MK Orit Strock welcomed the military order, claiming that “the decision represents a smart and effective response to the war of the Palestinian Authority against the purchase of land by Jews.
